What makes education technology different
In education, a filtering rule is a safeguarding control. Keeping Children Safe in Education, the Department for Education's statutory guidance for schools and colleges in England, sets out that governing bodies and proprietors should ensure appropriate filtering and monitoring systems are in place and should review their effectiveness. The department also publishes filtering and monitoring standards, which cover assigning named roles for managing those systems and reviewing the provision at least annually. The duty sits with the institution, so decisions about blocked categories and monitoring alerts belong with the named role holder rather than a supplier default.
The estate adds constraints of its own. Older school and college buildings were not laid out for current cabling densities, and regulation 4 of the Control of Asbestos Regulations 2012 places a duty on the dutyholder for non-domestic premises to manage the risk from asbestos, including giving anyone liable to disturb it information on its location and condition. That shapes containment routes and penetrations before cable is pulled. Working while pupils are present is a safeguarding question rather than a scheduling one: the institution sets what supervision applies to contractors and what level of vetting the work calls for.
