What makes electronics manufacturing technology different

IEC 61340-5-1 sets out the requirements for an ESD control programme, including how an ESD protected area is defined and how conductive and dissipative items inside it are bonded to a common earth reference. It also requires a compliance verification plan, so the controls are checked against a documented plan rather than assumed to be holding. Containment, enclosures and cabling installed into such an area fall inside that programme rather than beside it, which means the ESD requirements for infrastructure work belong in the specification agreed before installation, not in a conversation after it.

ISO 14644-1 classifies cleanrooms by airborne particle concentration and requires the occupancy state to be stated with the class, because a room that meets a class at rest does not automatically meet it with production running. Demonstrating that the class still holds after infrastructure work is a separate test rather than an assumption. Design and process data carry a different obligation. Where the technology is controlled for export, giving an equipment vendor outside the UK remote access to it can amount to a controlled transfer requiring a licence, which makes that access a licensing question before it is a technical one.
